6301 The following report of the Finance and General Purposes Sub-Committee was
received:
Sites at Shirley.
At the July meeting of your Committee, authority was given for the purchase of a site at the
corner of Stratford Road and Blackford Lane, Shirley, at a price not exceeding £1,600, on the understanding that on completion vacant
possession was to be given of two cottages now on the land. Mr Wilde, acting for the Bank, had agreed to purchase the land for £1,515,
but the owner subsequently intimated he was unable to give vacant possession of the cottages referred to, and accordingly the proposed
purchase has been abandoned.
With reference to the land owned by the Warwickshire County Council, fronting to Stratford Road,
Shirley, this was put up for auction on the 5th instant and withdrawn at £1,575, which represents a fraction under £1. 16. 5. per
square yard. No further action has therefore been taken.
As a result of further enquiries, a suitable site for a Branch Bank
has now been secured adjoining No 214 Stratford Road, Shirley, almost opposite the land owned by the Warwickshire County Council.
It was desirable to take immediate advantage of this opportunity and arrangements were made (on the authority of the Chairman) to
purchase the land, consisting of 750 square yards or thereabouts, at an agreed price of 30/-d per square yard, and the Town Clerk
has been authorised to enter into a contract.
It is understood that the Bank is to have a right of way over adjoining land to
permit of access to the rear of the Bank premises and also to safeguard the position with regard to right of light. The Bank would
be required to bear a portion of the cost of maintenance of the right of way. It is further understood that a service road will have
to be provided at the expense of the Bank, at some future time, on land between the improvement line and the building line.
Your
Sub-Committee recommend that the action taken be confirmed and that the purchase be completed, subject to the sanction of the City
Council thereto.
6304 RESOLVED:- That the action taken in arranging for the purchase of a site in Stratford Road,
Shirley, consisting of an area of 750 square yards or thereabouts at the price of 30/- per square yard, and in authorising the Town
Clerk to enter into a contract, be approved and confirmed and that the Town Clerk be instructed to complete the purchase subject to
the sanction of the City Council, and to prepare any necessary document affixing the Corporate Seal thereto; also that the instructions
contained in Minute No 6278 authorising the purchase of land at the corner of Stratford Road and Blackford Lane, Shirley, be rescinded.

LAND AT SHIRLEY
In February, 1934, a Branch of the Bank was opened in premises, No
306, Stratford Road, Shirley, and facilities provided for three days in the week in conjunction with a similar Branch at Solihull.
The premises in question were not purchased by the Bank, but were taken on lease for seven years, as it was not then clear which position
would be best for a permanent site. Since 1934 the development at Shirley has been very rapid and a busy shopping centre has arisen
some distance from the present temporary premises.
In July, 1937, your Committee decided to provide Shirley depositors with daily
facilities, which, however, it is found exceedingly difficult to continue with the very limited accommodation provided.
They,
therefore, now recommend the purchase of a plot of land adjoining No 214, Stratford Road, having an approximate area of 750 square
yards with a frontage of 37 feet. This land is indicated by pink colouring on plan "B" accompanying this report.
As the result
of negotiations, the owners have agreed to sell the land at the sum of 30s. per square yard, which price the Committee are professionally
advised is reasonable.
It is understood that the Bank would have a right of way over adjoining land to permit of access to the
rear of the proposed Bank premises and also to safeguard the position with regard to right of light. The Bank would be required to
bear a portion of the cost of maintenance of the right of way. It is further understood that a service road will have to be provided,
at the expense of Bank, at some future time, on land between the improvement line and the building line.
The approval of
the Council is now sought to the purchase of this site being effected at the price mentioned, and to the erection of suitable Bank
premises thereon; the whole cost to be defrayed out of the funds of the Bank.

6348 The following Minute of the City Council passed on presentation of the report of the Committee to the Council on December 6th was
received:
It was moved by Mr Councillor Martineau, seconded, and Resolved:
34,310. That the proposal to purchase approximately
750 square yards of land adjoining No 214, Stratford Road, Shirley, at the price of £1 10s. 6d. per square yard, and to erect thereon
premises for a branch Bank, as set out in the foregoing report, be approved.
Branch premises for Smethwick and Shirley.
Your Sub-Committee have directed that Mr W N Twist, FRIBA, Architect,
be invited to submit a plan for the erection of suitable premises on the site acquired at Shirley, and that upon a firm contract being
entered into for the Smethwick property, Mr J B Surman, FRIBA, be invited to submit a plan for the provision of Branch Bank premises.

The General Manager submitted plans prepared by Mr W N Twist, Architect, for the proposed erection
of branch Bank premises and flat at Shirley at an estimated cost of £2,800.
6403 RESOLVED:- That, subject to any
adjustments considered necessary by the Chairman and the Chairman of the Finance & General Purposes Sub-Committee with the General
Manager after examination, the plan be approved, and that the necessary steps be taken to advertise for tenders for the carrying out
of the work, and the Town Clerk and the General Manager authorised accordingly.

I have to report that in accordance with the above Minute I have completed the purchase from Mr H W Nock of land at
Stratford Road, Shirley, for the sum of £1,125.
Bank Committee: March 20th 1939
The Chairman reported that, together with
Alderman Morland and Councillor Martineau and the Committee Clerk, the following tenders had been opened and considered for the proposed
building of Bank premises with flat accommodation at Shirley. The lowest tender was that of Messrs H Dare & Son, Ltd. of Alum
Rock Road, Birmingham at a total sum of £2,823. 9. 0. the time given for completion being six months.
