R507: General Purposes Sub-Committee: March 17th 1930

Newtown Row Premises.

Arrangements have been made, as instructed by your Committee, to demolish the bakehouse at the rear of these premises and to let the dwelling accommodation to the tenant of Summer Lane premises at an inclusive rental of 15. 0d. per week.

General Purposes Sub-Committee: April 14th 1930

On Minutes Nos 1497 and 1508 (Newtown Row premises) the General Manager reported that the necessary work had been executed and the Evening Branch had now been opened.

1522   RESOLVED:- That Minutes Nos 1497 and 1508 be discharged.

Finance Sub-Committee: May 12th 1930

The General Manager called attention to advertisement boards erected by the Borough Bill Posting Company of London on one of the walls adjoining the Newtown Row premises and stated that Mr Wilde reported that a certain amount of dampness to the wall had been caused.

442     RESOLVED:- That the General Manager be directed to have the boards removed.

Bank Committee: February 17th 1936

5627   The Committee were informed as to the position in regard to the Lease of the shops at Nos 77 and 79 Newtown Row which will terminate in June 1937.

Having regard to the intention of the Bank to take over these premises at the termination of the Lease and to demolish the property for the purpose of building permanent Branch premises on the site the Committee directed that a suitable communication, to be approved by the Town Clerk, be sent to the lessees to the effect that no extension of the Lease would be granted.

Bank Committee: March 15th 1937

5921   The General Manager reported that the Allied Stores Limited, the occupiers of the shop at 79, Newtown Row, had intimated their intention of closing the shop, and that they would be prepared to give earlier possession than the 24th June next should the Bank so desire. In view of the fact that immediate possession of the premises would not be of any advantage to the Bank, it was decided to inform the Allied Stores Limited that earlier possession would not be required.

With reference to the question raised in the letter as to dilapidations, the Town Clerk and General Manager were authorised to deal with this matter in the most appropriate way.

Bank Committee: June 21st 1937

5984  The following report of the Finance and General Purposes Sub-Committee was submitted:

Newtown Row Premises.

In order to secure possession of the living accommodation at that premises with a view to their ultimate demolition, arrangements have been made with the Estates Department for the tenant at No 77 Newtown Row to be accommodated in a Corporation House, payment of £2.  10. 0d to be made to the tenant in respect of decorations and fittings, in addition to removal expenses.

The tenant of the premises in Manchester Street, also forming part of the property, will be offered accommodation at the Wheeler Street Flat, at an inclusive rental of 15/- per week.

With reference to the paragraph in the report as to the Newtown Row premises, the Committee were informed that the Estates Department had agreed to find a house for the tenant of No 77, Newtown Row; also that the tenant of the Manchester Street premises had accepted the offer of accommodation at the Wheeler Street Branch Flat.

Finance & General Purposes Sub-Committee: July 19th 1937

Newtown Row Premises.

Your Sub-Committee have directed that arrangements be made for the demolition of these premises with the object of the erection of a one-storey building for banking purposes, and Mr Surman (Architect) has been requested to prepare a scheme and submit plans and estimates in due course.

Bank Committee: October 18th 1937

6034   The following report of the Finance and General Purposes Sub-Committee was presented:

Newtown Row Premises.

Your Sub-Committee have considered alternative plans prepared by Mr Surman, Architect, showing a one-storey banking hall at an estimated cost of £2,200 and a two-storey building comprising banking hall and flat at an extra cost of £500.

Your Sub-Committee are advised that a two-storey building would give greater security to the Bank itself and would provide a more imposing elevation, and they therefore recommend approval being given to the plan for a two-storey building, and to the General Manager being authorised to arrange for tenders to be obtained and dealt with, if possible, at the proposed meeting of the Bank Committee on the 12th November 1937.

In connection with clearing the site, it is probable that there will be land surplus to requirements, in which case the disposal of same would be arranged in accordance with the Standing Orders.

6036   RESOLVED:- That the action taken in approving the plans for the erection on the Newtown Row site of a two storey building, comprising a banking hall and flat, at an estimated cost of £2,700, and the instructions given to the General Manager to obtain tenders for the carrying out of work and to dispose of any surplus land in accordance with the Standing Orders, be confirmed.

Bank Committee: March 21st 1938

6165   The following report of the Finance and General Purposes Sub-Committee was presented:

Demolition and Rebuilding - Newtown Row.

Your Sub-Committee report that tenders have been received, opened and considered for the demolition of the existing premises and the erection of a new branch bank with flat in Newtown Row. They recommend that the tender of Messrs T Elvins & Sons at the sum of £3,270 be accepted for the carrying out of the work within a period of 5½ months, and that the Town Clerk be instructed to prepare the necessary contract, affixing the Corporate Seal thereto.

Your Sub-Committee have considered observations of the Architect with regard to the spare land having an area of about 88 yards which will be available at the rear of the new premises in Newtown Row, when completed. Mr Wilde was of opinion that unless £2 per square yard could be obtained it would not be desirable to sell this land, which the Architect considered might prove useful in connection with possible developments of the adjoining property in the future. Your Sub-Committee, therefore, recommend that the land in question be retained by the Bank until such time as it may be advantageous to dispose of the same.

6168  RESOLVED:- That the tender of Messrs T Elvins and Sons at the sum of £3,270 be accepted for the carrying out of the demolition of the existing premises and the erection of new premises in Newtown Row, the work to be completed within a period of 5½ months; and that the Town Clerk be instructed to prepare the necessary contract affixing the Corporate Seal thereto.

6169   RESOLVED:- That the spare land which will become available at the rear of the proposed new building in Newtown Row be retained by the Bank until such time as it may be advantageous to dispose of the same.

Report of the Town Clerk: June 20th 1938
