General Purposes Sub-Committee: June 8th 1931

 

On Minutes Nos 1456 and 1581, (Quinton Branch) the General Manager submitted the following report:

 

Quinton Branch.

 

The Clerk to the Oldbury District Council has asked whether the Committee had decided to take any further action with regard to a site for the Bank to serve other parts of Oldbury towards the Quinton side, but I told him that the matter was still under consideration.

 

In October 1929 I reported on the position of the Quinton Branch, which was opened on the 6th February 1922. This Branch is conducted in the front room of the old Post Office on the Hagley Road, on Monday and Saturday evenings, and the progress made will be seen from the following figures:

 

 

I have had an analysis made of the accounts at the Quinton Branch in order to find out where the depositors are residing, and as a result I find that 421 depositors may be described as strictly resident in Quinton on both sides of the Hagley Road and Halesowen Road. In addition to these there are depositors spread over the following areas:

 

 

making a total of 697.

 

It is very difficult to conduct the business of the Quinton Branch in the very limited accommodation which we have at present, and I am inclined to the view that if we could secure larger premises or lease a site on which we could place a wood building, it would be a move in the right direction. The Branch has not developed to an extent which would justify a permanent structure, and until we can be sure as to the developments in and around Quinton, I think the circumstances would be met by continuing as an Evening Bank.

 

In face of the figures given above, I am of opinion that we cannot look to the Quinton Branch as meeting the convenience of prospective depositors in the Langley area of Oldbury, and feel sure it would be necessary in the course of time to make provision for the housing developments of the Oldbury District Council. The Oldbury Council have supplied me with a plan showing the housing schemes in progress and contemplated, which indicates that the major development is on that side of Oldbury which joins to Smethwick. This leads me to the view that the Quinton Branch would have to be considered as separate and distinct from a further Branch in Oldbury which might attract depositors from Smethwick also.

 

The point, therefore, at the moment to consider is what better provision can be made for extending the depositorship of Quinton Branch, and the suggestion I have made above is, in my opinion, worthy of consideration by the Committee.

 

1671   RESOLVED:- That the foregoing report be approved and that the General Manager be instructed to continue enquiries for a more suitable site or premises for the Quinton Branch.

 

General Purposes Sub-Committee: July 13th 1931

 

1691 On Minutes Nos 1456 and 1671 (proposed site for permanent Branch, Quinton) the General Manager submitted a report of Mr Frank Wilde relating to property No 1736 Hagley Road West, which had been offered for sale at the price of £1,000. The General Manager had obtained a plan from the Surveyor of the Oldbury Urban District Council showing the property to be between the prescribed building and improvement lines and he expressed the view that the premises could not be satisfactorily adapted for a permanent Bank. It was therefore decided not to proceed with the negotiations for the purchase but to instruct Mr Frank Wilde to make enquiries with a view to acquiring a suitable plot of land in the district on which a Bank could be erected.

 

General Purposes Sub-Committee: December 14th 1931

 

On Minutes Nos 1456 and 1691 (required site for Quinton Branch) the attention of the Sub-Committee was called to an offer to purchase the house No 763, Hagley Road West, at the corner of Stoney Lane. A report from Mr Wilde was submitted thereon, from which it appeared that the house would not lend itself to adaption for bank purposes, and it was accordingly:

 

1709A                       RESOLVED:- That no action be taken in regard to this property but that Mr Wilde be directed to continue enquiries for a suitable site or premises in the Quinton district.

4785   The following report of the General Purposes Sub-Committee was presented:

 

Premises at Quinton.

 

Your Sub-Committee have inspected various sites in the Quinton district, and as a result are of opinion that it would desirable, if possible, to acquire the premise in which the business of the present evening branch is conducted, together with adjoining property. Mr Wilde values this property (comprising Nos 787 and 789, Hagley Road West) at £675, and your Sub-Committee recommend that he be instructed to negotiate for the purchase thereof at a price round about this figure.

 

4767   RESOLVED:- That the General Manager be authorised to instruct Mr Frank Wilde to negotiate for the purchase of properties Nos 787 and 789 Hagley Road West, at a price of round about £675.

4823  The following report of the General Purposes Sub-Committee was presented:

 

Property Nos 787 and 789, Hagley Road West.

 

Your Sub-Committee report that the Chairman of the General Committee (on the advice of Mr Wilde) authorised the latter to secure these premises at the sum of £725, but the owner has since declined to sell at that figure. Mr Frank Wilde has, therefore, been instructed to pursue his enquiries for other suitable premises in the Quinton area.

 

4826   RESOLVED:- That the action taken in regard to the property Nos 787 and 789, Hagley Road West, be approved, and the instruction to Mr Wilde to pursue enquiries for other suitable premises in the Quinton district confirmed.

 

Bank Committee: March 19th 1934

 

5081   The following report of the General Purposes Sub-Committee was presented:

 

Land at Quinton.

 

Your Sub-Committee have considered a report from Mr Wilde as to the purchase of a plot of land at the corner of Clydesdale Road and Hagley Road West, with a view to the erection of a Branch Bank, and have authorised Mr Wilde to negotiate for the purchase of such land up to a price of 8/- per square yard.

 

With reference to the paragraphs in the report relating to the proposed purchase of land at Quinton and Longbridge, the General Manager reported the present position of the negotiations, and it was:

 

5082   RESOLVED:- That the actions taken in authorising negotiations for the purchase of sites for Bank premises at the corner of Clydesdale Road and Hagley Road West, Quinton, and in Bristol Road near Broughton Crescent, be approved.

5107   The following report of the General Purposes Sub-Committee was presented:

 

Land in Quinton Area.

 

Your Sub-Committee report that the negotiations for the purchase of a plot of land at the corner of Clydesdale Road and Hagley Road West have fallen through. Enquiries will be continued for a suitable site in this district.

 

Bank Committee: May 27th 1935

 

The General Manager reported that his attention had been drawn to certain premises at Quinton opposite the existing Branch which were offered for sale at £1400 freehold. It was:

 

5452  RESOLVED:- That the Chairman and Alderman Barrow with the General Manager be requested to inspect the premises in question, and authorised should they deem it desirable, to instruct that negotiations be instituted for the purchase of the property.

5615  The following report of the General Purposes Sub-Committee was presented:

 

Proposed Purchase of Land for Quinton Branch.

 

Negotiations have been carried out for the purchase of freehold land at the junction of Hagley Road West and College Road, Quinton, from Mr Charles Clay and Mrs Hannah Eliza Handle, who eventually agreed to place the land on sale at £900, plus Vendor's usual fees. The area comprises 754 square yards, which represents a cost of £1.  3.  10. per square yard.

 

As this was considered a reasonable price for the site, Mr Frank Wilde was authorised by your Chairman and the Chairman of this Sub-Committee to effect the purchase on these terms on behalf of the Bank. It is anticipated that a portion of the land will be required by the Public Works and Town Planning Department for road widening purposes, and the transfer of any such land will no doubt be satisfactorily arranged between the Bank and the Public Works and Town Planning Committee.

 

Your Sub-Committee recommend that the purchase of the land be effected on the terms above mentioned and that the Council be asked to sanction such purchase and to authorise the erection of suitable branch premises on the site; also that, subject thereto, the Town Clerk be instructed to prepare and seal any necessary documents.

 

5616  RESOLVED:- That the necessary steps be taken, as indicated in the foregoing report, to acquire from Mr Charles Clay and Mrs H E Randle the freehold land at the corner of Hagley Road West and College Road, Quinton, having an area of approximately 754 square yards, at the price of £900 plus vendor's usual fees: that the City Council be asked to sanction such purchase and the erection of Branch premises on the site; also that subject thereto the Town Clerk be instructed to prepare any necessary documents, affixing the Corporate Seal thereto.

PURCHASE OF LAND AT QUINTON.

 

Your Committee have been desirous for some considerable time of providing daily Branch Bank facilities at Quinton, but until recently it has not been possible to secure a suitable property. The present Evening Branch is held in limited accommodation rented at No 787, Hagley Road West.

 

An opportunity has now arisen of securing a site at the corner of College Road and Hagley Road West, which, in the opinion of your Committee, is conveniently situated for the purposes of a permanent Branch in the Quinton area. The land comprises 754 square yards, the freehold of which can be purchased for £900 plus vendor's fees, which your Committee are professionally advised is a reasonable price having regard to the prominent corner position of the site. A large portion of the land would be ultimately required for road-widening purposes, and it is proposed to arrange the transfer of such land to the Public Works and Town Planning Committee on terms to be mutually agreed.

 

The erection of a suitable building to the prescribed building line will enable your Committee to provide daily Bank facilities in place of the present evening Branch.

 

The approval of the Council is, therefore, asked for the purchase of the land referred to at the price above-mentioned; to the erection of a suitable building on the site; and to the transfer to the Public Works and Town Planning Committee of such portion of the land as is required for road widening.

On Minute No 5616 (Purchase of land corner of Hagley Road West and College Road, Quinton) the following Minute of the City Council passed on the presentation of the report of the Committee, was received:

 

It was moved by Mr Councillor Cooper, seconded, and

 

32684 RESOLVED:- That the proposal to purchase approximately 754 square yards of land at the corner of College Road and Hagley Road West, Quinton, at the price of £900, plus vendor's fees, and to erect thereon premises for a permanent branch bank, also to transfer to the Public Works and Town Planning Committee a portion of the site required for road widening purposes, as set out in the foregoing report, be approved.

 

5656   RESOLVED:- That Minute No 5619 be continued so far as the instruction to the Town Clerk to prepare any necessary documents is concerned.
