Bank Committee: July 22nd 1935

 

On Minute No 5464, the Chairman of the General Purposes Sub-Committee intimated that the following tenders had been received and opened by the Chairman and himself with the Committee Clerk, for the proposed new building at Sutton Coldfield:

In view of the substantial difference between the estimate of the Architect (Mr Weedon) of not exceeding £3,000 for the building at Sutton Coldfield and the amount of the lowest tender received, that of Mr J Emlyn Williams at the sum of £3,340, it was:

 

5478   RESOLVED:- That the Chairman and the General Manager be requested to interview the architect upon the matter, and that, subject to a satisfactory explanation being given upon the difference between his estimate and the tenders submitted, the tender of Mr J Emlyn Williams at the sum of £3,340 be accepted for the carrying out of the work within a period of six months; and that the Town Clerk be instructed to prepare any necessary Contract, affixing the Corporate Seal thereto; also that Minute No 5464 be discharged.

 

Bank Committee: October 21st 1935

 

On Minute No 5436, the Town Clerk submitted the following report as to the completion of the purchase of land at Sutton Coldfield:

I have to report that in accordance with the above Minute I have completed the purchase from Mr Leslie Dyer Smith of land at Sutton Coldfield, for the sum of £575.

Bank Committee: December 16th 1935

 

On Minute No 5478 (Erection of branch bank at Sutton Coldfield) the Town Clerk submitted the following report as to the completion of the Contract with Mr J E Williams:

Contract for the erection of a branch bank

and flat at Maney, Sutton Coldfield.

 

In pursuance of this Minute, I beg to report that I have prepared, completed and affixed the Corporate Seal to a Contract with J Emlyn Williams for the above-mentioned work. I accordingly ask that the Minute be discharged.

Bank Committee: March 16th 1936

 

The attention of the Committee was called to the delay in the building of the Branch Premises at Sutton Coldfield, the contract for which was signed on the 19th October last, under which the work was to be completed within six months. No satisfactory explanation had been given of the delay, and it was accordingly:

 

5651   RESOLVED:- That the Chairman and the Chairman of the General Purposes Sub-Committee, with the General Manager, be requested to interview the Builder and Architect on the matter.

 

Bank Committee: April 20th 1936

 

On Minute No 5651 (delay in building, Sutton Coldfield premises) the General Manager submitted the following report:

 

Interview with Mr Emlyn Williams (Contractor) and Mr Price (Assistant to Mr H W Weedon, Architect) re Sutton Coldfield Bank - March 23rd 1936.

 

The above named were interviewed by Alderman Barrow and Councillor Cooper at the Head Offices of the Bank.

 

Mr Williams stated that he did not receive any plan until the 4th December when the eighth-scale drawings were supplied to him, and he commenced work on the 6th December on the site. On the 16th December he was given a floor level of 2ft above the pavement on the opposite side of the road; on the 3rd January this was altered to 1ft above the same level; on the 30th January it was again altered to 6" above the height at the back of the footpath on the opposite side of the road, and on the 14th February it was again altered to 6" above the kerb.

 

On the 24th January Mr Williams ceased work because he could not get settled the question of the boundary wall. He was not supplied with quarter-scale elevations until the 6th February. He asked for particulars of the prime cost items on the 8th February but had only received a portion of the information required up to the 11th March.

 

Mr Price explained the difficulties which had been experienced in dealing with the Borough Surveyor of Sutton Coldfield and also of the Warwickshire County Council, who, apparently, have some control in regard to the main roads going through Sutton Coldfield, and as this building abuts on to the main road it was necessary that they should be consulted. There have also been difficulties with regard to the boundary wall and the steps which the adjoining owners are contemplating with regard to the reconstruction of their property.

 

Generally speaking, however, the Members of the Bank Committee concerned were convinced that the delay had not been caused by Mr Williams and that the fault for the slow progress made with the building must rest with the Architect, and Alderman Barrow expressed his dissatisfaction with the way in which the work had proceeded so far.

 

With a view to ascertaining when the building would be completed, Mr Williams was asked to name a date. He expressed his difficulty in doing so until he knew more as to the special items with which the Bank Committee would be concerned directly and other items which the Architect would have to deal with, and amongst these he mentioned electric light installation, provision of counters, etc, heating system, strong room door, etc, and the lay-out of the forecourt and fencing.

 

So far as the electric light installation, counters, heating and strong room are concerned, Mr Williams was assured that there would be no delay on the part of the Bank Committee in giving directions as to the acceptance of a tender, and as soon as the drawings and specifications were ready to be issued to the tenderers concerned, the usual invitations to quote would be sent out.

 

With regard to the fencing and forecourt, however, that was a matter for the Architect to go into and submit his proposals to the Bank Committee.

 

It was finally left for Mr Williams and Mr Price to confer together and let the General Manager know the date when the building might be expected to be completed.

 

He reported that he had now received a letter from the Architect stating that the building could be completed ready for opening by June 16th next. It was, therefore, contemplated that the opening should take place early in July and that similar arrangements should be made as at the opening of Oldbury Branch. The General Manager was, therefore, directed to endeavour to arrange a convenient date for the Mayor of Sutton Coldfield to open the premises and for the Lord Mayor to preside and to make any other necessary arrangements for this purpose.

Electrical installation at the Sutton Coldfield branch.

 

The tender of Messrs Ellis & Ward, Ltd, at the sum of £70.  17.  3. has been accepted for the carrying out of this work.

Building at Sutton Coldfield.

 

Your Sub-Committee report that the tender of Messrs R Hunt & Son for £163 has been accepted for the provision and fixing of counter fittings at the new building at Sutton Coldfield.

 

General Purposes Sub-Committee: October 19th 1936

 

Letting of Flat at Sutton Coldfield.

 

Arrangements have been made for the letting of the flat as follows:

 

Mr C E Perry at a rental of £40 per annum, commencing 24th June 1936. The tenant to be responsible for rates, water charges and internal repairs and the tenancy to be for 1 year certain and thereafter determinable by quarterly notice.

 

Finance & General Purposes Sub-Committee: January 17th 1938

 

Tenancy of Flat, Sutton Coldfield Branch.

 

Your Sub-Committee have accepted the application of Miss D M Jenkins and Miss D Fowler (members of the Health Department Staff) for the tenancy of this flat for a period of three years at a rental of £40 per annum, the tenants to be responsible for rates and internal repairs.

 

They recommend that the Town Clerk be instructed to prepare and seal any necessary documents.
